It is the age of imperialism.  The technologically advanced civilizations
of Britain, France, Russia, and the United States yearn to fulfill their
manifest destiny to civilize the globe.  But the African, Asian, and Indian
peoples are unlikely to welcome the move to extend civilization by force of
arms.  Their preference, no doubt, is to acquire the technology of the
imperialists without losing their own sovereignty.  Can the rivalries of the
imperialists be exploited by the indigenous peoples?  Or will the imperialists
make peace among themselves to divide and conquer?
