@SCENARIO @width=540 @title=%STRING0 ^^Length: %STRING1 to %STRING2 Did Rome fall because despotic imperial authority taxed the Empire to death and stifled innovation and industry? Or did it fall because of the barbarian invasions? As Roman Emperor Constantine, you will find that both factors play an important role - you're stuck in permanent despotism, and the barbarian tribes are slashing and burning their way to Rome. Or play the barbarians, carving off your share of the Roman Empire, and laying the foundation for prosperous growth under light-handed rule of tribal confederations. By the way, if you're the Roman Emperor, you might want to replenish your treasury and start paying your troops. They've been deserting in hordes! And if you're playing some of the barbarians, don't forget that the Byzantine Empire survived the fall of Rome by 1000 years. The Romans may prove to be less decadent than they look, and your fellow tribesmen may grow weary of constant war.
